12dpo might be a little early to test. Wait a couple days and test again.

Typically the next step after Clomid is injectibles. Some insurance plans don't cover them and they are pretty expensive if you have to pay for them yourself. The pharmacy where I got mine was able to do a mock claim on my insurance to see what the copay would be.

It might also be a good idea to switch from your OB to an RE if your insurance will cover it.
