It's wonderful that you're asking this question -- good for you! Often women find themselve too terrified to even inquire, and take the "I'll just wait and see" route -- which can last indefinitely, I'm afraid.
The others are right to steer you toward a physician. Start with your regular gynecologist -- at this point, rather than leaping into "how to have a baby," you need to do some basic investigation of why you're body isn't functioning properly. And not having a period for 3 years, if you're an adult, is improper functioning.
Amenorrhea, or lack of menstruation, can result from a number of causes, some of which are treatable if found in time. At this point, just a few basic diagnostic tests (via blood draws) can give you an idea of what the problem may be.
