Why did my doctor tell me that I have four mature follicles?

I am on my third cycle of letrozole. I had an u/s on 10/19 and my doctor told me that I had a 21, 13, 12 and an 11. I was given another injection of repronex (125 IU) and at 8 a.m on 10/20, I triggered. I had an IUI 24 and 48 hours later. My question is why the doctor told me that I had four mature follicles. Everything I have read has said that medicated cycles should have mature follicles of 20+ to be considered mature. Even if the smaller follicles grew at 2 mm/day, they would all still be below the 20+ mark. Any thoughts?

11/09 Cycle #4-Femara, 450 IU Bravelle + IUI=4 follicles

My doctor considers anything 12 and over at the time of the trigger shot mature enough to possibly result in a pregnancy.

I looked it up online a long time ago and found that the chances that a 11,12,13 could end in a pregnancy was very very low like 1-5 percent or something like that. But as the numbers increase the chances increase.
