I'm assuming that you are just refering to gestational surrogates? Gestational being where the mother is carrying and delivering a child either concieved of the adoptive mothers' egg or usually a doner egg. If such the case..then No, the baby would not share the same features of the surrogate mother as there is no genetic tie between the two. Diseases that pass through blood could be transfered..so AIDS, heps, etc would be an issue, but Surrogates tend to get clean bills of health first.
If it's tradtional surrogacy, then yes..the surro mom is the natural mother of the child. She is passing on her genes to the child and features would be the same like in any other birth. Having a traditional surrogacy is essentaily the same as having a child and giving it up for adoption and, despite all good intentions, carries many of the same issues and heartaches that are expericenced from good old run of the mill natural moms that place their children....the only real difference is that the pregnancies are intended as opposed to ill timed.
The best quote I ever heard regarding surrogacy went along the lines of..."I found my self in emotional territory that I was unable to navigate" ..IMO..the best laid plans, whether for money or true altruism, often do not follow the emotions of the heart..and where there is a child..there is always your heart. It is incredibly difficult to be separated from your heart.
